History of the Faculty
Faculty of Social and Political Sciences (FISIP) was established in 1982 based on the Presidential Decree of the Republic of Indonesia No. 36 of 1982 and became the 9th (ninth) faculty at the University of Sumatera Utara. FISIP is an integral part in the activities of educating the nation's life, strengthening the atmosphere of democracy, and the welfare of society. The existence of FISIP in North Sumatra Province contributes to the progress of the region which is known to be very multicultural. Through the Three Pillars of Higher Education as the first obligation, FISIP has conducted educational, research, and community service activities especially to people in North Sumatra and the neighbour provinces. FISIP provides several educational services for the best youth from all provinces in Indonesia. The Three Pillars of Higher Education activities become the characteristics of the FISIP in designing programs and products in the form of published research results, applied learning models, and community services. FISIP calls it three pillars for the nation which contributes to the consolidation of democracy and people’s welfare.
The main priority of the three pillars activities conducted by FISIP since 1980 has undergone various developments, especially related to the study programs and the human resources (HR) to educate the nation. FISIP started from the Department of Community Knowledge at the Faculty of Law, a year later it was changed into the Department of Community Knowledge, then became the Department of Social Sciences (IIS). In 1982, the Department of Social Sciences officially became the Faculty of Social and Political Sciences, using the building at the Faculty of Dentistry (FKG).
In its early establishment (1980/1981), FISIP only opened two majors, namely 1) Department of Public Administration Sciences; and 2) Department of Communication Sciences. The opening of these two majors was certainly based on the considerations of both departments met the needs of the community, regional development, and the availability of teaching staff (lecturers). In the 1983/1984 Academic Year, FISIP opened two new majors namely 1) Department of Sociology; and 2) Social Welfare Department; as well as received the transfer of Department of Anthropology from the Faculty of Letters.
Based on the Decree of the Minister of Education and Culture of the Republic of Indonesia No. 0535/0/83 of 1983 concerning the type and number of departments in the faculties within the University of Sumatera Utara, FISIP had 6 (six) departments, namely:
- Department of Sociology,
- Department of Social Welfare,
- Department of Social Anthropology,
- Department of Social Welfare Sciences,
- Department of Communication Sciences,
- Department of General Basic Courses (MKDU).
- Department of General Basic Courses (MKDU) was then handed over outside FISIP management with the consideration that the department was not the discipline standing alone, but managed the courses including in the group of General Basic Courses.
In line with the development of the needs of the community, the local government supported by the availability of teaching staff, FISIP opened the Taxation Administration Diploma Program in 1996 under the Higher Education Decree No. 105/Dikti/Kep/1996 on April 18, 1996 and opened the Bachelor’s Degree Program of Political Sciences under the Higher Education Decree No.108/Dikti/Kep/2001 on April 30, 2001. In 2009 FISIP opened the Business Administration Study Program under the USU Rector Decree No. 9/H5.1.R/SK/PRS/2009 on May 11, 2009. In addition to Bachelor’s and Diploma Programs, FISIP also opened the Master’s Program of Development Studies in 2009 under the Decree of USU Rector No.17019/H5.1.R/SK/SPB/2009, as well as Master’s Degree Study Program of Communication Studies in 2011 under the Decree of USU Rector No.980/H5.1.R/SK/PRS/2011, and the Master’s Degree Study Program of Sociology under the Decree of USU Rector No.2356 /UN5.1.R/SK/PRS/2011. After that, in the same year FISIP also opened the Doctoral Degree Program of Development Studies under the Decree of USU Rector No.3122/UN5.1.R/SK/PRS/2011 on 31 December 2011. Since 2005, the opening of the study programs have been done along with the change of USU status becoming a State-Owned Legal Entity (BHMN) and since 2016 USU has become a State University with the legal status
stipulated in the Government Regulation No. 16 of 2014 on the Statutes of the University of Sumatera Utara.
In 2015, it established Master’s Degree program of Political Studies stipulated by the Decree of USU Rector No: 1427/UN5.1.R/SK/PRS/2015 on 3 September 2015. Currently FISIP manages 13 study programs

The routine programs as the FISIP priorities are to produce alumni who have academic qualifications and practical knowledge in social and political sciences, to have strong competitiveness and to be able to improve the quality of teaching staff and professional education personnel. FISIP education services are always measured by the performance of research, publication, and community service, the percentage of lecturers with Doctoral education qualification and professorship in social and political sciences.
Vision:
In line with the development and dynamics of Indonesian society, especially those related to regional autonomy, democratization, globalization and so on, FISIP has contributed to applicative research, publication and community service activities. Therefore, the study program focuses more on the activities during the period of 2016-2021 and to synergize it with the program of the University of Sumatera Utara, then the VISION of FACULTY OF SOCIAL AND POLITICAL SCIENCES at the period of 2016-2021 is stipulated as follows:
“To Be a Faculty Having Academic Excellence and Able to Compete in Development of Applied Science and Applied Public Policy of Social and Political Fields at the Global Level in 2021”.
The vision is expected to be a high motivation for all academic community to build FISIP in particular and USU in general together through the implementation of the Three Pillars of Higher Education: Education, Research, and Community Service so that FISIP becomes a superior faculty in the field of education and applied research of the public policy in social and political fields. Through the Three Pillars of Higher Education activities, FISIP is expected to excel in the field of education and social and political research and to contribute to the development of the community with quality and character.'

To achieve the Vision, the mission that must be implemented by the organization is composed. Through a clear mission, it is expected that all members of the organization and stakeholders understand the organization and realize the roles and results that the organization will gain in the future.
